Fraudulent Use of Seals

The North Dakota State Board of Registration for Professional Engineers and Land Surveyors (NDPELS) is aware of an increasing concern involving engineering and land surveying documents that may be fraudulently sealed and offered through freelancing websites and similar online platforms.

These websites have traditionally been used to offer freelance services such as graphic design, writing, and other gig-based work. However, engineering-related services are increasingly being advertised through these platforms. At this time, the Board is not aware of fraudulent activity involving Professional Engineering and Land Surveying services in North Dakota, although the potential exists.

Consumers should use caution when obtaining Professional Engineering and Land Surveying services through online freelancing platforms. Individuals offering these services may not be licensed Professional Engineers or Professional Land Surveyors, and in some instances, the name, signature, or professional seal of a legitimate Engineer or Land Surveyor may be used without authorization.

These situations can be difficult to investigate because the individuals responsible may provide limited identifying information, operate only through an email address or online account, or be located outside the United States.

If you have concerns about the legitimacy of a professional seal or signature, NDPELS recommends that you:

  • Verify the professional’s North Dakota license at https://services.ndpelsboard.org/verify/.
  • Contact the Professional Engineer or Professional Land Surveyor named on the document to confirm they prepared, supervised, or authorized the work.
  • Contact NDPELS if you believe a professional seal, signature, or license information is being used fraudulently.

Professional seals and signatures identify the licensed professional responsible for the work and help protect the public. NDPELS will continue to monitor this issue and coordinate with other licensing boards and appropriate agencies as necessary.
